政府根據《憲法》第二百條第一款c項之規定，命令制定法規如下：

獨一條——通過《國際海上避碰規則公約第十條修正案》，以待批准；該修正案之英文原文及葡文譯本附於本命令。

一九九一年八月一日於部長會議批閱及通過——Joaquim Fernando Nogueira —— Joaquim Fernando Nogueira —— Vítor Ângelo Mendes da Costa Martins —— Joaquim Martins Ferreira do Amaral —— Carlos Alberto Diogo Soares Borrego.

一九九一年九月六日批准。

Amendment to the International Regulations for Preventing Collisions at Sea, 1972

Rule 10 - Traffic Separation Schemes

The existing text of paragraph (d) is replaced by the following:

(d) (i) A vessel shall note use an inshore traffic zone when she can safely use the appropriate traffic lane within the adjacent traffic separation scheme. However, vessels of less than 20 metres in length, sailing vessels and vessels engaged in fishing may use the inshore traffic zone.

(ii) Notwithstanding subparagraph (d) (i), a vessel may use an inshore traffic zone when en route to or from a port, offshore installation or structure, pilot station or any other place situated within the inshore traffic zone, or to avoid immediate danger.
