ANNEX XXII

JOINT DECLARATION ON PROTOCOL 5

THE MEMBER STATES UNDERTAKE THAT THEIR LICENSING SYSTEM SHALL NOT BE OPERATED BY THEIR AUTHORITIES IN SUCH A WAY AS TO IMPEDE THE IMPORT OF THE QUANTITIES OF RUM SPECIFIED IN ARTICLE 2 ( A ) .
