EXCHANGE OF LETTERS
between the Commission and the United Nations Environment Programme on the strengthening of cooperation between the two institutions

Sir ,
In my capacity as President of the Commission of the European Communities I have great pleasure in expressing the importance which the Commission attaches to the activities of the United Nations Environment Programme and its desire to consolidate the links and collaboration existing with UNEP .
Since UNEP was set up , we have had the privilege of being associated with its work and of participating in the deliberations of its Governing Council and subsidiary bodies .
Over the years , the very active cooperation which has grown up between our two institutions has proved mutually advantageous to both parties . Our institutions have common interests in many fields concerning environmental protection .
That is why the Commission , in accordance with Article 229 of the Treaty , is in agreement with you to strengthen and develop cooperation between our two institutions in order to give a more positive direction to our activities and to help attain even more effectively the objectives of environmental protection .
Our cooperation will inter alia cover the following points :
( a ) continued participation by the Community in UNEP meetings in accordance with the usual procedures ;
( b ) exchange of documentation ;
( c ) regular contacts with a view to exchanging information on each other's activities and programmes ;
( d ) consultations on issues of common interest such as :
_ the regional seas programme ,
_ the environmental evaluation activities ,
_ the environment and development ;
( e ) all relevant contacts via the Delegation of the Commission of the European Communities in Kenya .
I should like to propose that this letter and your reply constitute the agreement between the Community and UNEP , which will enter into force on the date of your reply .

I take note that you have designated the Delegation of the Commission of the European Communities in Kenya for all relevant contacts with UNEP . Similarly , I designate the Geneva Regional and Liaison Office for contacts with the Commission of the European Communities .

STATE AIDS : FRANCE
( Articles 92 to 94 of the Treaty establishing the European Economic Community )
Notice pursuant to the first subparagraph of Article 93 ( 2 ) of the EEC Treaty to interested parties , other than the Member States , concerning the proposal to award a regional development premium to a textile firm establishing a plant at La Chapelle St Luc ( Aube )
1 . The French Government has informed the Commission that it is proposing to award a regional development premium to a firm establishing a plant for manufacturing adult knitwear at La Chapelle St Luc ( Aube ) .
The total cost of the project , expected to create 125 jobs , is FF 31 600 000 , towards which the Government would pay a grant of FF 948 000 .
2 . The Commission has decided to open the procedure provided for by Article 93 ( 2 ) of the Treaty in respect of the proposal .
It considers that the aid could affect intra-Community trade in a sub-section of the textile industry in which there is already surplus production capacity . The Troyes area does not suffer from real regional problems , and in any case investment in this particular sub-sector is unlikely to assist regional development .
3 . The Commission hereby gives notice pursuant to the first subparagraph of Article 93 ( 2 ) of the Treaty to all interested parties , other than the Member States , to submit their comments on the case within four weeks of the date of this notice to :
