Sir,
By an exchange of letters of 4 May 1987, the International Council for the Exploration of the Sea and the European Economic Community agreed on arrangements for mutual cooperation.
The exchange of letters provides inter alia as follows:
'5. The terms of this agreement shall be reviewed by the two parties three years after it has gone into effect. If they fail to agree new terms, the agreement shall continue on the basis of the existing terms until new terms have been agreed. Either party may withdraw from the agreement at any time subject to giving one year's notice.`
The Community has been satisfied with the arrangements for cooperation and understands that ICES has also found them satisfactory. The Community therefore proposes that the arrangements should continue. It seems desirable, however, to update the above point 5 to read as follows:
'5. Either party may request a review of this agreement at any time subject to giving six months notice. If they fail to agree new terms, the agreement shall continue on the basis of the existing terms until new terms have been agreed. Either party may withdraw from the agreement at any time subject to giving one year's notice.`
I should be grateful if you would indicate whether the arrangement of 1987, amended as proposed in this letter, is acceptable to ICES as the basis of continuing cooperation with the Community. It is my understanding that this letter and your reply thereto, together with the exchange of letters of 1987, will constitute the Agreement on Cooperation between the International Council for the Exploration of the Sea and the European Economic Community. The amendment to the arrangements will come into force on the date of your reply to this letter.

B. Letter from the International Council for the Exploration of the Sea

Sir,
We have the honour to acknowledge receipt of your letter of 27 August 1990 which reads as follows:
'By an exchange of letters of 4 May 1987, the International Council for the Exploration of the Sea and the European Economic Community agreed on arrangements for mutual cooperation.
